LANDLORDS MUST FILE TENANT PROFILE FORM

Calcutta, April 6 :    Calcutta, April 6:  The Calcutta Police issued a circular on Friday making it mandatory for all landlords to provide information about their new tenants to the local police. Failure to do so would invite prosecution, it added. The circular follows a Central government directive issued to the state governments in the wake of increased terrorist activities all over the country. City police commissioner Sujoy Chakraborty said the order was 'a warning to all unscrupulous landlords who let out their premises to persons with dubious backgrounds for money'. 'There have been several cases where landlords have let out their premises for a hefty sum despite being aware of their tenant's shady antecedents. Later on, these people have turned out to be criminals or terrorists. This circular is aimed to curb such practices,' Chakraborty said. But people with respectable background and good reputation need not worry, he stated. According to the new rule, a landlord will have to fill up a 'residential tenants' profile form' available at the local police station as soon as he lets out his house. In the form, the landlord will have to mention the tenant's name, occupation, place of work and his background, as well as furnish a photograph of the person. The city police chief has directed the officers-in-charge of all police stations to inform the people residing in their jurisdiction about the circular. The notice will also be put up at the offices of the deputy commissioners and the local police stations. Notification of the new law will be printed in leading newspapers. Clubs will be roped in to spread awareness about the new law. 'The local clubs play a vital role in our plans. They are the neighbourhood-watchers and can become the ears and eyes of the police,' the commissioner added. The tenants themselves are expected to provide details to the local police station, a senior official said. Starting from a string of abduction cases in the past few years, including the kidnapping of Khadim's vice-chairman Parthapratim Roy Burman, to the American Center attack, Calcutta Police had to face a tough time in locating the hide-outs of the criminals. 'On most occasions, we found out that the terrorists stayed in posh neighbourhoods to fool the police. They constantly change addresses. We need to step up vigil,' said a senior police official of the detective department's anti-rowdy squad. Apart from Jamaluddin Nasir who had rented several apartments in the name of Aftab Ansari, the Dubai mastermind behind the American Center attack, several Mumbai-based criminals have taken shelter in Calcutta. One of the biggest catches of the detective department in recent times, Chikna Gaffar, used to shuttle between several north Calcutta houses, posing as a trader. 'The exercise of maintaining records of tenants has proved to be successful in Delhi and Mumbai. There is no reason why it should not work here,' the commissioner added.
