New Delhi, Jan. 5: The Srikrishna Committee report presents three options on Hyderabad, suggesting it could be part of a separate Telangana, stay with united Andhra Pradesh or be made a Union territory, sources said.
The sources said the report, to be made public at 11.15am tomorrow once an all-party meeting starts, has attached riders to the options that would make it difficult to conclude which one the panel preferred.
The lack of a clear affirmative or negative recommendation on Telangana has sparked fears of unrest in Andhra where parties may root for one of the options and hit the streets to pressure the government into accepting their stand.
Government sources said the report would have to be discussed and debated extensively, a process that may take around six weeks. So, the Centre does not fear immediate trouble.
“We do not expect any trouble right away. It will build up by January 15 when some groups may start protests. But the government will follow the procedure,” said a government source. The procedure will include the report being discussed by the Union cabinet and the Congress core group before the government takes a final view.
Home ministry sources said the paramilitary forces had been kept only as a reserve for Andhra and would be used only in unavoidable circumstances.
Home minister P. Chidambaram has invited eight parties from Andhra for the talks tomorrow but the Telangana Rashtriya Samiti (TRS) and the BJP — both in favour of statehood — have decided to boycott the meeting. Doubts also remain on whether the Telugu Desam, whose stand remains fuzzy, will take part in the talks.
Only the Congress, the CPI, the CPM and Chiranjeevi’s Praja Rajyam Party (PRP) have confirmed their participation. The Congress has both pro- and anti-Telangana factions. The CPI favours statehood. But the CPM is undecided.
The report will be uploaded on the home ministry website, mha.gov.in, at 11.15am.
