Leader of the Opposition in Tripura Assembly Samir Ranjan Barman has demanded a CBI inquiry into the alleged sex scandal at Kakraban Navodaya Vidyalay.
In a letter to chief minister Manik Sarkar, Barman put forward four specific demands in addition to the demand for a CBI inquiry. Barman demanded the immediate transfer of superintendent of police (South Tripura) Anurag and other junior police officials who have allegedly been trying to shield Harishankar Tiwary, prime accused in the rape case.
He also demanded the immediate arrest of all the culprits named in the FIR, fool-proof measures to ensure the DNA test results are not tampered with and full compensation to the family of the victim.
Referring extensively to Supreme Court judgments and provisions of the Indian Penal Code, Barman alleged that the police in South Tripura, especially the SP, had tried to protect the accused. He also accused the police of trying to manipulate findings of the investigations.
Saying that the Congress would not politicise this ?basically humanitarian issue,? Barman deplored the silence of chief minister Manik Sarkar and Keshav Mazumder, MLA from Kakraban, who is also the state minister for health.
Barman said the government could not shirk responsibility for the incident on the plea that the school was a central institution. ?Education is a concurrent list subject and the district magistrate of South Tripura is the ex-officio chairperson of the school management,? he said.
Barman said a CBI inquiry was necessary because of the ?shady role, bias and rank incompetence? of the state police in investigating the affair. He urged the government to order a CBI probe into the incident without further delay in the interest of fair investigation.
