The civic body on Thursday passed a surplus budget of Rs 60,014 after six years, having provisions for development of basic amenities for women and collection of garbage from households and roadsides.
The estimated revenue has been pegged at Rs 4,73,31,80,821, including Rs 1,58,38,13,077 available as opening balance. The expected expenditure has been pegged at Rs 4,73,31,20,807.
In the absence of mayor Afzal Imam and few other members of Patna Municipal Corporation (PMC)’s empowered standing committee, including councillor Abha Lata, deputy mayor Rup Narain Mehta presented the budget. Check out how you benefit:
Waste watch
Funds: Rs 34.82 crore
Reality check: Ministry of urban development in 2007 had cleared the funds for solid waste works but no firm has been selected as of now
Water supply
Funds: Rs 35.75 crore
Reality check: “It is a waste spending money on the existing water supply system as it is very old and damaged,” said Abha Lata, the councillor of ward number 4
For her
Funds: Rs 45 lakh for women’s basic amenities
Reality check: “Even the PMC offices do not have separate lavatories for women. These funds would be utilised for such purposes also,” said PMC commissioner Kuldip Narayan
Hole-hit
Funds: Rs 1.5 crore for manhole covers
Reality check: “At times, funds are not released on time,” said Vinay Kumar “Pappu”, the former deputy mayor
Ward development
Funds: Rs 14.4 crore
Reality check: “We plan to introduce ward- or circle-level approval to small schemes to avoid wastage of time,” said Narayan.
Illuminated streets
Funds: Rs 6.48 crore
Reality check: One of the recent audits in PMC found that there are no records available with the PMC on the number of electric poles, triggering posers on what basis it was decided that exactly 50 CFL streetlights have to be installed in every ward
Statutory warning
Similar big promises were made in the budget for this financial year but few of them were fulfilled. For instance, allocation of Rs 4 crore for augmenting the traffic system was made but not a single penny has been spent till date. The allocation under the respective head has been increased to Rs 5 crore for the upcoming fiscal.
