Twin acts to come in rescue of doctors

Patna, June 16: The Bihar government in the coming monsoon session of the Assembly will introduce the Clinical Establishment Act (CEA) and Medical Protection Act (MPA).

The two acts aim at bringing transparency in the medical services along with protection of doctors from increasing incidents of clash between doctors and relatives of patients admitted in government hospitals.

Addressing a press meet, Amarjeet Sinha, the principal health secretary, said: “The Clinical Establishment Act is on the model of CEA, which has been prepared by the Union government while the Medical Protection Act will be similar to the one implemented in Andhra Pradesh, with a few modifications.”

He added that once CEA is implemented, there will no inspection in new clinics for two years during which the clinics and private hospitals will be given time to improve its infrastructure up to the standard set by the Medical Council of India (MCI). Moreover, with the implementation of CEA, all the clinics and hospitals opening in the state will be provisionally registered.

Sinha said: “There were disputes over a few issues with private players running hospitals and private clinics as they were not ready for stabilisation (providing first-aid to people during time of emergency), however, the issue has been settled.”

As per CEA, cases related to communal riots or road accidents, it is the social responsibility of private hospitals to provide primary medical facility to injured persons. Thereafter, the injured person can be shifted to a government hospital. The principal secretary also said that with the increasing incidents of clash between doctors and relatives of patients, the government in the coming monsoon session would introduce MPA.

Apart from announcing implementation of these two major acts the health principal secretary also said the state government has given its consent for the opening of two nursing colleges in Bihar.
