Tougher rules for PhD entry

Muzaffarpur, Sept. 8: The Babasaheb Bhim Rao Ambedkar Bihar University has toughened regulations for pursuing PhD to stop commercialisation of the degrees.

The University Grants Commission (UGC) has prevailed upon the university to frame tough laws for doing research. For this, the university has accepted certain proposals made by the UGC. The vice-chancellor (VC) of Babasaheb Bhim Rao Ambedkar Bihar University, Bimal Kumar, said the university has constituted a departmental research council to examine the synopsis of students willing to pursue PhD.

Earlier, the students would approach some professor, who would allegedly obtain a degree for them in lieu of an amount ranging from Rs 50,000 to Rs 1 lakh. Even the titles of earlier synopses used to be changed keeping the content same. Now students cannot hoodwink academicians by presenting a stale synopsis.

The academic council of the university held a marathon meeting on Wednesday evening and approved the idea of floating a departmental research council in every postgraduate department to keep a check on the synopsis and subsequent clearance to it.

The UGC had suggested 55 per cent marks in matriculation, Intermediate, graduation and postgraduation to appear for the pre-PhD examination. After clearing the test, they will have to face an interview. Thereafter, the students would have to go on a six-month preparation research programme. The details of the programme will be posted on the UGC website for transparency.

The student bodies had demanded registration into the PhD course as soon as they submitted their synopsis to the DRC. Now, if the council rejects the synopsis, the registration would be cancelled.

The council also granted a four-year registration period and entrusted the responsibility to the postgraduate department heads to extend it by two years if they feel so.

The academic council has also paved the way for research by government employees. The council has also framed laws for the guides of the researchers.
