State blind to Gujarat cattle cataract model

A hardcore Narendra Modi fan, state minister Giriraj Singh seems to be infatuated by the Gujarat chief minister but not his ideas.

In his speech addressing business leaders in Calcutta on April 9, Modi had said Gujarat is perhaps the only state where cataract operations are performed on cattle. They even get dental treatment and that has resulted in 112 cattle diseases being eradicated in the western state.

Bihar, which has been laying a lot of stress on farming with the announcement of the agriculture roadmap in October 2012, is thus unaware of such cattle cataract scheme.

BJP strongman and animal and fish resources minister Giriraj Singh has no such plan to emulate the idea of the person who he has been publicly promoting as the next party candidate for the prime ministerial post.

“The Bihar government has not given a thought to cataract surgeries for cattle yet. However, the state has a few health schemes for cattle,” Singh told The Telegraph.

He added that the government organises health camps on large scale for cattle in every district once a year.

“The state government would soon provide healthcare services to cattle at the doorstep of their owners. Cattle owners can dial a call centre, where para veterinary doctors would be addressing the ailments of cattle. The doctors would move from door-to-door to treat cattle with ailments. A plan regarding the scheme would be prepared within the next six months,” the minister said.

In May 2012, Narendra Modi, while addressing farmers at a Krishi Mahotsav in Ahmedabad, had said 57 mobile cattle medical vans would be pressed into service to deal with the problems of cattle.

In Bihar, too, a similar plan was announced in March.

“In the first phase, we have placed orders to purchase 56 mobile medical vans for cattle. The ambulatory vans would have doctors and a lab. Every district would have the facility. We are expecting to start the facility by this financial year,” said Rajesh Kumar, the director, animal husbandry.

He added that the state has been organising health camps for cattle at the block-level at a gap of three to six months every year.

“At the camps, doctors focus on general diseases. As far as cataract surgeries are concerned, Bihar has no such facility at present,” Rajesh said.

Modi during his interaction in Calcutta had said Gujarat has started cataract operations upon cattle long back.

“We also provide dentalcare to them,” he had said.

Saying cattle were assets to the society, he said: “We periodically organise cattle health camps across the state in such a way that a needy or sick animal does not require to travel for more than 3km and at the camps, their medical check-up is done and proper treatment is provided.”

According to Modi, Gujarat has eradicated as many as 112 diseases that commonly afflict cattle in the region. This led to 60 per cent increase in milk production in recent years.

“Gujarat is now exporting milk products all over the world,” Modi had said.

Modi, during his interaction with the industrialists in Calcutta, pitched for the Gujarat model of development to be replicated across the country, something that immediately sent ripples in the Bihar JD(U).

When a Calcutta-based entrepreneur asked Modi whether the “Gujarat model of development” could be adopted in other states including Bihar, Modi, without mentioning any state, made it clear his model has been successful in achieving double-digit growth.

Senior JD(U) leaders spit fire by saying that Modi was in a hurry to become the Prime Minister.

The JD(U) stated that the Bihar model of development stipulated inclusive growth with justice, which the Centre and many other states, have followed.

The party leaders even said they did not need any suggestion from Narendra Modi.
