Smart cards for migrants - ID proof to avoid hassles

Patna, Dec. 26: The Bihar government would soon provide smart cards to its migrant labourers to give them an identity and ensure that they are not hassled in other states.

“The labour resource department is working on a scheme under which migrant labourers would get smart cards within two-three months. The card would help them prove their identity as labourers from Bihar in other states,” Bihar labour commissioner Dhirendra Mohan Jha said.

“The cards would also specify their area of work. This would help them bag jobs. Work on the software has been started and it would be ready within three months,” he said.

Jha was addressing a discussion on a report titled — A study on implementation of social security schemes for unorganised workers in Bihar — prepared by National Alliance for Social Studies. The report deprecated the poor implementation of some welfare schemes related to social security for the unorganised sector in the state.

As part of the scheme, the Bihar government would give each worker a one-time financial assistance of Rs 15,000 after a year’s completion of registration, the labour commissioner said. He added that Rs 10,000 would be given for construction of houses and Rs 2,500 to buy tools and bicycles.
