Chhapra, Oct. 29: Almost 12 years have passed since Patna High Court ordered a probe into the irregularities in appointments of teachers of Jai Prakash (JP) University and necessary action, but nothing has been done as yet.
Several teachers appointed on a temporary basis since 1980 have managed to seek transfer from affiliated colleges under JP University to sanctioned posts, which offer high pay packets and other benefits, to other constituent colleges. They neither possess any valid appointment letter nor have any date of appointment (transfer) in the constituent colleges.
Then human resource department (HRD) secretary K.K. Pathak came to know about these irregularities and initiated action, but the group of “illegally appointed” teachers managed to safeguard their interests with Pathak’s transfer.
In 1992, JP University was carved out of Babasaheb Bhim Rao Ambedkar Bihar University. Thereafter, in 1996, Babasaheb Bhimrao Ambedkar Bihar University Teachers’ Association filed a case in Patna High Court, challenging the illegal appointments and transfers.
In 2000, Justice Aftab Alam passed a point-wise order in the case, asking the HRD to probe into the case and take necessary action. However, the order is yet to be complied with.
On June 11, 2010, taking up the cudgels in the case, some colleagues of the “illegally appointed” teachers, through advocate Samir Kumar Mishra, wrote letters to the HRD secretary, the vice-chancellor, the finance advisor and members of the statistical department of JP University, urging them to act on the 2000 high court order. However, nothing has been done as yet.
The complainants claim that the “illegally appointed” teachers possess no valid document to prove their right to permanent posts in constituent colleges under JP University.
Citing one such case, Mishra said Rabindra Kumar Singh, the present head of the postgraduate department of commerce of JP University, was appointed on a temporary post in Rameshwar Singh College, Muzaffarpur. He was transferred to Ram Dayalu Singh College in 1980 and then to Rajendra College, Chhapra. But he does not possess any appointment letter and the date of appointment to the colleges he was transferred to.
