Conditions set before arrest to continue bandh.

Only Lalu Prasad could have done so.

"I shall offer myself for arrest only on one condition - you cannot allow traffic to resume when I leave this place. I have called Bihar bandh and it has be to made successful. Only the ambulance and school bus would be allowed to pass but no other vehicle," Lalu told police at Dakbungalow roundabout.

Deputy superintendent of police (law and order) Mamta Kalyani said later: "Lalu and his supporters were arrested under Section 151 of the CrPC and taken to BMP-5 ground." Later, all of them were released on bond.

Lalu, still the biggest crowd-puller in the state, began his bandh rally from his 10 Circular Road residence around 12 noon on a tonga accompanied by his sons - Tej Pratap and Tejaswi - along with RJD youth wing president Sheo Chandra Ram and the party's state president, Ram Chandra Purbey.

As soon as Lalu reached Dakbunglow roundabout around 12.45pm, the crowd assembled near his tonga and shouted slogans in support of Lalu-Rabri Devi-Tej-Tejaswi.

After hearing the slogans, Lalu asked both his sons to join him on tonga and sat beside him. While sitting on the tonga, Lalu said in a 10-minute speech: "The BJP is Bharat Jalao Party and I will not allow Prime Minister Narendra Modi to spit his venom in Bihar."

Chief minister Nitish Kumar visited Lalu's residence on Sunday night offering his support to the RJD's bandh. However, no JDU leader was seen during the bandh.
