A second-year student of Indira Gandhi Institute of Medical Sciences (IGIMS) has lodged an FIR against two interns, accusing them of ragging him since the past one-and-a-half years.

The student, Dinkar Mishra, has also approached Medical Council of India (MCI), before the institute administration for fear that the incident would be hushed up. The IGIMS administration convened a meeting on Sunday to discuss its course of action.

Dinkar has accused interns Amar Nath and Tej Prakash of ragging him. The IGIMS administration claimed that Dinkar directly complained to the MCI on Thursday after he was allegedly ragged over the past few days on the campus.

The complainant, however, said the two interns had been harassing him since the past one-and-a-half years, which he mentioned in the FIR lodged at Shastri Nagar police station on Saturday.

"The physical and mental harassment had reached such a degree that I could not keep mum anymore," Dinkar told The Telegraph. "I was paraded around the college ground half-naked and asked to sit like a hen after. When I could not follow the command, they beat me up."

The interns could not be contacted because their cellphones were switched off.

IGIMS principal Ashok Sharan said in Sunday's meeting it was decided that the institution's anti-ragging committee will be asked to investigate the incident and hand over the reports at the earliest.

Sharan denied that repeated incidents of ragging were earning the college a bad name. "No serious allegation has been levelled by the complainant," he said.

One of the Body of Governors members of IGIMS, Sunil Kumar Singh said: "Ragging is a serious offence. Whosoever is found involved in it will be given strict punishment according to MCI rules."

On why he did not complain to IGIMS first, Dinkar said: "I was scared as the seniors had told me they would use their connections with the college authorities if I chose to speak against them. The college could only conduct an inquiry. It cannot give me protection like the police. So I lodged an FIR and sent a letter to the MCI, instead of complaining to the college administration."

Shastri Nagar police station officer Virendra Yadav said the second-year student has accused the interns of beating him and making him do menial jobs such as bringing drinking water and performing head massages.

"The complainant has also said his seniors threatened him to parade him nude if he failed to obey their commands. We are going to probe the matter from the angle that whether he had any grudge against his seniors. We visited IGIMS on Sunday to speak with the officials," said Virendra.
