Push to water, road projects

Patna: After the high court order, the district administration has speeded up work for two of the seven resolves - piped drinking water to every household, and road connectivity and drainage.

Patna district magistrate (DM) Sanjay Kumar Agarwal on Saturday convened a meeting with all sub-divisional officers (SDOs) and block development officer (BDOs) of the district to review the work.

On November 11, the Patna DM had held a meeting in which he had expressed his disappointment over the slow pace of work on Har Ghar Nal Ka Jal (piped drinking water to all household) scheme which aims to provide clean and safe piped drinking water to every resident of Bihar.

At the meeting, Agarwal came to know that work of road connectivity and the drainage system has started in 1,628 wards. Similarly, work on piped drinking water started in 961 wards. There are 3,000 wards in Patna district and on Saturday, the DM reviewed the work in the rural areas.

"I have given instruction to all the BDOs to inspect at least one panchayat a day and serve notice to mukhiyas and panchayat sevaks were work has not started. Instructions were also that ward members should be given training with regard to proper implementation of the seven resolves," Agarwal said.

Earlier, Patna High Court had rejected a petition filed by various mukhiya sanghs in the high court, challenging the amendment brought by the Bihar government setting aside the panchayats' right to implement two projects - Har Ghar Nal Ka Jal and Ghar Tak Pakki Gali Naliyan.

The Bihar government, while implementing the two schemes, had taken away the rights of the panchayats from implementing them. The ward committees had been entrusted with the job to implement them. It was also decided that in every ward, a training camp will be organised to make the ward member aware of how to check the quality of work.

"I will not tolerate any compromise on the quality of the work in these two schemes and for that sub-divisional officers have to make surprise inspections and I will also do the same to check its quality. If there is any laxity, action will be taken against the official concerned. There is no scarcity of the funds in the scheme," Agarwal said.

Engineers of National Rural Employment Guarantee Act (NREGA) will provide technical assistance in these two schemes and BDOs have been asked to coordinate with NREGA officials by holding meetings every week.
