Patna, July 7: Bihar Pradesh Congress President (BPCC) president Ashok Choudhary today filed a breach of privilege motion against Patna senior superintendent of police (SSP) Vikas Vaibhav at the Legislative Council.
There was more evidence that the spat was getting uglier, as Nagendra Paswan Vikal, an office-bearer of the Congress' SC/ST cell, lodged a complaint against Vikas, a 2003 batch IPS officer, at the SC/ST police station in Patna. The said police station functions under the criminal investigation department.
In the complaint, Vikal said earlier the SSP had initiated action against Ashok and lodged a station diary out of personal vendetta. "I would like to know from the SSP whether Ashok is the first people's representative who approached him (SSP) to seek justice for NSUI workers during his 10-year-career as a police officer. The action of the SSP shows that he is anti-Dalit and is guided by a feudal mindset and ideology," Vikal said in his complaint.
Vikal also said in his complaint that if the SSP could take action against a senior politician like Ashok, the plight of other people belonging to the Scheduled Castes can easily be imagined. "The SSP's action has deeply hurt the sentiments of members of the Dalit community and requires an in-depth investigation," Vikal said in the complaint.
Before this, Ashok, while filing a breach of privilege motion to the chairman of the Legislative Council, accused the Patna SSP of causing humiliation and insult by his action.
Ashok has sought the intervention of the privilege committee to conduct an inquiry against the officer.
When contacted, Vilas Paswan, the SHO of the Patna SC/ST police station, said the complaint had been received.
"We have received a complaint and the same has been forwarded to the police station under whose jurisdiction the incident took place. At the same time, we have sought directions from our senior officers in the CID and will act accordingly," Paswan said.
On Monday, Vikas Vaibhav had received a call from Ashok Choudhary asking the former not to initiate action against NSUI activists involved in a demonstration in front of the official residence of education minister P.K. Shahi in the aftermath of the Gandaman (Chhapra) midday meal tragedy, on July 16, 2013.
Following the call from the senior Congress leader in the state, the SSP had directed the local Gandhi Maidan police station SHO to lodge a station diary against Ashok and his personal assistant, stating that he had tried to influence the investigation into the case.
Ashok was furious yesterday. "Yes, I had made a call to the SSP but I don't understand how I tried to influence an investigation? I just said those named in the FIR were from the Congress and added that the police should do a fair investigation. I will initiate action and bring a breach of privilege motion against the SSP," Choudhary had said.
