A division bench of acting Chief Justice Iqbal Ahmed Ansari and Justice Chakradhari Sharan Singh of the high court on Wednesday summoned director-general of police P.K. Thakur and directed him to help Patna University rid its hostels of anti-social elements.
The DGP was summoned after earlier in the day the registrar of Patna University expressed helplessness in getting the hostels rid of anti-social elements.
The petitioner, Vikas Chandra alias Guddu Baba, had alleged in his petition that because of rampant encroachment in nearly all the colleges of PU and its hostels, the academic environment of the university has collapsed.
Vikas told the court on Wednesday that most of the hostels were occupied by criminals and outsiders, who vitiate the university atmosphere. After the submission of the petition, the bench called university registrar Sanjay Kumar Sinha to know the exact status of the anti-encroachment drive underway in the university and particularly the status of the hostels.
Sinha accepted before the bench that in several hostels anti-social elements have been residing illegally. He, however, expressed helplessness in getting the hostels vacated. The helplessness of the registrar and his acceptance that criminals live in hostels, prompted the court to call the DGP. The court then directed the DGP to help the university administration in its drive to vacate the hostels. The two-member committee, which made on-the-spot assessment of the university, submitted its report to the court on Wednesday.
The report entails present status of the university concerning the anti-encroachment drive underway on the university premises, along with its academic activities. The court had on August 21 constituted the committee, comprising principal additional advocate-general Lalit Kishore and Ashar Mustafa, a high court advocate.
The court would hear the case again on September 7.
