Several ambitious proposed projects in the city are likely to be hit with the model code of conduct coming in force from Wednesday.
The election code of conduct mandates that no new project should be launched or their tenders should be floated till the formation of the new government.
The model code, to be effective till the counting of votes on May 16, also prohibits the commencement of work on even those projects, for which the work order has been awarded but actual work has actually not started in the field. (See chart)
The Telegraph lists some key projects in the city that would be hit till the model code remains effective.
MASTER PLAN
Scheme: Master plan for the proposed Patna Metropolitan Region
Project conceptualised: Urban development and housing department in February 2011 entrusted the survey and providing technical assistance for preparation of the draft master plan to CEPT University, Ahmedabad
Agency: Urban development and housing department
Scope of work: Master plan is a tool to plan and regulate urban growth in and around a city over a given period of time. Against the existing city area in the capital spread over around 250sqkm, the proposed master plan envisages the Patna Metropolitan Region to be spread over total area of around 1150sqkm
Project cost: Not applicable
Status: Sources in the urban development and housing department claimed that the draft of proposed master plan would be put in public domain for seeking residents’ feedback on the day new government is formed
CLEAN CITY
Scheme: Patna Solid Waste Management Project under Jawaharlal Nehru National Urban Renewal Mission
Project conceptualised: Ministry of urban development approved the project on March 28, 2007
Agency: Patna Municipal Corporation (PMC)
Scope of work: Door-to-door collection of garbage, putting public bins and supply of municipal equipment including tippers and compactors among other to cart away garbage from the streets
Project cost: Rs. 36.95 crore
Status: Bidding stage going on at present, PMC sources said the work order is expected to awarded to the selected firm within a couple of days
SWANKY BUSES
Scheme: Low-floor buses under JNNURM
Project conceptualised: JNNURM’s central sanctioning and monitoring committee, in its 69th meeting on February 20 and 21, 2009, had approved the project
Agency: Urban development and housing department
Scope of work: Supply of 260 low-floor buses to be operated in urban areas in Patna and 40 buses in Bodhgaya
Project cost: Rs 45 crore
Status: Order for supply of buses made to Tata Motors in December. Sources claimed that the Union urban development and housing ministry is expected to apply to the Election Commission for allowing an exemption of JNNURM buses under code of conduct
DREAM FLATS
Scheme: Development of 1,596 flats at Bahadurpur in public sector
Project conceptualised: The board of BSHB had given approval to the project on November 28, 2011
Agency: Bihar State Housing Board
Scope of work: Development of 1,596 residential flats at Bahadurpur with internal roads, streetlights, drainage network, parks, marriage hall, landscaping
Project cost: Rs 561 crore
Status: Bidding process going on at present
LAWMAKERS’ HOMES
Scheme: Development of 321 duplex bungalows, two hostels and civic amenities in the vicinity of Beer Chand Patel Marg
Project conceptualised: October 2011
Agency: Building construction department
Scope of work: The bungalows are to be constructed on total area of 69.85 acres spread in three adjoining locations — R Block (39.63 acres), Daroga Prasad Rai Path (23.25 acres) and Beer chand Patel Marg (5.97 acres) by demolishing the existing flats at all three locations
Project cost: Rs 450.32 crore
Status: Revised administrative approval given on the project by the state cabinet on Tuesday
