Block-level IT centres for better governance

The state government is planning to set up block-level information technology centres to improve the functioning of the official machinery.

The government has established Bihar State Wide Area Network (BSWAN), which is used for data collection, voice and video communications throughout the state for effective implementation of e-governance.

“To implement various government-to-citizen (G2C) schemes, e-governance should be supported by IT infrastructure to improve their service delivery to citizens. With this vision, our department is anticipating to take the services and efficiency to the next level. We intend to set up IT rooms in all 534 blocks with basic IT and video-conferencing facility,” rural development department minister Nitish Mishra said.

He added: “It will leverage BSWAN connectivity to these IT rooms to provide IT infrastructure support and video-conferencing facility for not only our department but for other departments as well for several works at the block-level.”

There would be a dedicated system integrator to maintain the IT rooms at the block level in an effective way. The facility would also be linking it directly with the state headquarters.

Asked about the objective behind the facility, Mishra said: “The IT rooms would be cluster of computers, which would be interconnected through local area network (LAN) and also have Internet connectivity through Bswan with video-conferencing facility. The IT rooms will have dedicated printer with adequate power backup available for the use of respective employees at each block office.”

It will provide various software programmes like word processing, spreadsheets and data management programmes. It would also be used in creating management information system (MIS) entry on regular basis for various schemes of the department such as the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) and Indira Awas Yojana (IAY).
