BJP agitation leaves Speaker stranded

The BJP legislators today blocked the entrance of ministers in the Assembly sporting black ribbons to protest against the ruling party's alleged efforts to gag their voice, prompting delayed entry of the Speaker.

Patna, April 6: The BJP legislators today blocked the entrance of ministers in the Assembly sporting black ribbons to protest against the ruling party's alleged efforts to gag their voice, prompting delayed entry of the Speaker.

The customary House bell rang at 10.55am but Speaker Uday Narayan Chaudhary could not enter the House before 11.10am - 10 minutes behind the schedule - because of the BJP's agitation over switching off the microphone of the Leader of Opposition, Nand Kishore Yadav, last Wednesday.

Neither the reporters of the Assembly, nor the acting secretary or the officials could sit in their chairs.

After trying to run the House for some time, the Speaker gave up and called a meeting of the business advisory committee.

He assured the Leader of Opposition in the meet that he would look into how the microphone of the latter was switched off.

Nand Kishore had found his microphone switched off on Wednesday when he stood up to speak in the zero hour on the flat blast case. Some angry BJP MLAs had immediately stormed into the Well of the House and stalled proceedings. During the second-half, they sat in the Well of the House. They refused to budge despite repeated requests from water resources minister Vijay Kumar Choudhary and twice from the Speaker.

This morning, the BJP MLAs not only sat in the Well but also blocked the entry points, leaving the ministers stranded and the staff members stranded. Power minister Bijendra Prasad Yadav said the incident was unprecedented.

"Never in my 25 years' experience in the Assembly have I come across such a situation. The BJP is treating the House as a chauraha (roundabout)," he said, asking the Speaker to get the entry points vacated.

Congress's Sadanand Singh said the BJP was not setting a healthy example through its tactics and appealed to the Speaker to call a meeting of leaders of the parties. RJD leader Abdul Bari Siddiqui also stressed that there was no sense in running the House when it was in disorder.

The Speaker also expressed concern over the situation and declared that even his staff members were not allowed inside. "Even the customary bell was not started by us," he said.

After the House was adjourned, Nand Kishore defended the act of his party. "There was a move to crush the voice of the Opposition. If the Opposition cannot raise a matter in zero our, what is the use of running the House? We are not here to listen the praise of the government," he said, refuting the charge of the Speaker that they (the BJP) had switched on the bell.

He said he had given his consent to go to the business advisory committee meeting because it was being held for the first time during the long session. Justifying the blockade of entries by the BJP MLAs, he said they were sitting inside the Well of the House.

Amid a noisy walkout by Opposition BJP, the budgetary demand of food and consumer affairs department to the tune of over Rs 2,134 crore for the financial year 2015-16 was passed by voice vote.

The BJP charged minister Shyam Rajak with overlooking the rampant corruption in foodgrain procurement.

Rajak, on the other hand, blamed the Centre for not giving adequate foodgrain to the state for distribution to the below poverty line population.
