Patna, April 21: The state government would select 10 departments for the successful implementation of Right to Service Act, the much-acclaimed initiative taken by the Nitish Kumar government after the Right to Service Bill, 2011 was passed in last Assembly session in March this year.
The service bill is aimed at ensuring legitimate services to people servants within a stipulated timeframe.
The decision for successful implementation of Right to Service Act was taken today at a high-level meeting chaired by chief minister Nitish Kumar and was attended by all ministers in Nitish’s cabinet, including principal secretaries and secretaries of respective departments.
Addressing a news briefing in the evening, Rajesh Bhushan, secretary, information and public relations department, said: “In the meeting, successful implementation of Right to Service Act was decided upon and for this, few departments, such as education, revenue and land reforms, have been chosen besides others.” Stress would be laid in administrative reforms so that all departments get more efficient in executing the policies and reforms of the state government. The meeting assumes importance as different polices and guidelines were given to ministers and secretaries of various departments for proper implementation of programmes on good governance riding which the Nitish Kumar government assumed power for second consecutive time.
Nitish also reviewed various other programmes of the state government. Bhushan said: “It was also decided in the meeting that like IAS and officers of the state administrative service, there would be training programmes for all officers right from Badababu (head clerk) to the accountant for improving work efficiency among officers and staff.”
For disputes arising among various departments while executing a policy, there will be a committee of secretaries that would be monitored by the chief secretary so that an amicable solution is reached without any conflation among respective departments. The secretaries and principal secretaries of various departments have been asked to hold janata darbar once a week and efforts should be made for on-spot solution of people grievances. Apart from above decisions taken by the chief minister it was also stressed on finding ways for good governance. Bhushan said: “The state government has decided that for improving the education scenario in the state, focus now would be given on quality education and for these, efforts would be made for recruiting quality teachers and others.”
Similarly, stress would be laid in construction of quality roads and bridges in road construction department, which would be monitored by the vigilance committee.
Similarly, for proper utilisation of government funds, the fund would be allocated on the basis of population so that area with maximum population would get more funds.
