Cuttack, Dec. 11: The Odisha Public Service Commission (OPSC) has complied with a State Administrative Tribunal (SAT) judgment on a fresh merit list of the Odisha Civil Service - 2011 preliminary examination and declare on the basis of it the result of the main examination which had already been conducted.

"We have implemented the order of the tribunal to prepare a fresh merit list on the basis of marks secured by the candidates after revaluation," OPSC chairman Satyakam Mishra told The Telegraph today.

The preliminary examination was held on January 19, 2014. The list for the main examination was declared by awarding full marks to all candidates in the incorrect questions of 18 subjects. The main examination was held from September 6 to 30, 2014.

Eight applicants challenged the evaluation process. Acting on them, the tribunal, on June 18, 2015, directed the OPSC to prepare a fresh merit list of the preliminary examination after revaluation by way of awarding full marks for incorrect questions in the 18 subjects only to the candidates who had attempted them.

"Credit of full marks shall not be given to any candidates, who had not attempted the wrong/faulty question, except in case questions with printing mistakes," the tribunal had specified in its order.

"In pursuance of the tribunal order, the fresh merit list was notified on December 8, declaring 5,691 candidates as qualified," Mishra said.

The new list had 132 candidates less than the number of candidates declared qualified in the first merit list of May 2, 2014.

In the June 18, 2015, the tribunal had stipulated: "In the fresh merit list prepared, there is a possibility of names of some candidates, who have already appeared in the main examination, to not appear. Such candidates are to be treated as disqualified from the preliminary examination as well as treated to have been eliminated from the main examination."

The OPSC chairman said: "Accordingly, the result of the main examination was notified on December 9, declaring 914 candidates qualified for the personality test."

The commission has decided to conduct the personality test from January 20.

The OCS examination-2011 is being conducted for filling up 364 Class-II posts for Odisha Administrative Service (30), Odisha Police Service (15), Odisha Cooperative Service (10), Odisha Revenue Service (100) and Odisha Taxation and Accounts Service (209).
