Bhubaneswar: The high court has appointed the district judges of Kalahandi and Rayagada as the observers to monitor the smooth conduct of the gram sabhas that will decide the issue of mining in the Niyagmiri hills. People of 12 villages inhabiting the hills lying between these two districts have been asked to file fresh claims about their rights before the administration within six weeks.
