Cuttack, Oct. 6: The Odisha Cricket Association cannot hold elections because it is yet to receive the guidelines of the Board of Control for Cricket in India (BCCI) on the implementation of the Lodha Committee recommendations.
On February 5, the OCA had picked up five members for an ad-hoc working committee to oversee the running of the association until it can hold fresh elections for office bearers after the Supreme Court ordered to follow the recommendations of the Lodha Committee.
The need for such a committee as an interim measure came about after all the OCA office bearers, including president Ranjib Biswal and secretary Ashirbad Behera, quit their posts following the Supreme Court order.
The Supreme Court order had mentioned that anyone who had exceeded 70-year age limit or anyone who has served in the state associations for a cumulative period of over nine years must go.
Behera, who is 73 years old, was at the helm of OCA for 16 years. His fourth consecutive term commenced after he got elected as secretary in August 2012.
Biswal, who is currently a Rajya Sabha MP, is 46-year-old. However, he has also been holding the post of OCA president for more than 10 years. He was first elected as president of the OCA in 2004.
The working committee is still in charge as elections have not been held yet. OCA working committee chairman Dhiren Pallai told The Telegraph today that the association was eager to hold elections at the earliest but for that the by-laws have to be changed as per the Lodha Committee recommendations.
'Holding the election is possible only after receiving from the BCCI the guidelines,' Pallai said.
'The BCCI was informed of the matter. But, there has been no response from it so far,' said OCA council member Pratap Satpathy.
