Congress & BJP boycott Jamir speech

Bhubaneswar, Feb. 6: The budget session of the state assembly began on a stormy note as the Opposition Congress and the BJP boycotted the customary address of the governor.

However, undeterred by the Opposition boycott, governor S.C. Jamir delivered his address, which enlisted the achievements and new programmes of the government.

'We cannot be a party to the misdeeds of the government,' said Opposition leader Narasingha Mishra before staging a walk-out.

Shortly after Jamir entered House to deliver his inaugural address, Mishra, who was seen standing, said. 'Our address to the House prepared by your government is silent on most of the sensitive issues of the state.'

Raising the issue of deposit collection scam, he said nearly 25 lakh families had been cheated (by deposit collection companies). Involvement of the chief minister, some of the ministers, MLAs and MPs of the ruling party is suspected.

'Your excellency has not expressed concern for that and there is no indication in your address how to refund money to the persons who have been robbed. Neither your address throws any light on the subject nor your government allowed the matter to be discussed on the floor of the Assembly,' he said.

The winter session of the Assembly was disrupted for 14 consecutive days in November-December over the deposit collection scamand finally the session was adjourned sine die onDecember 6ahead of schedule.

The ruling party did not agree to have discussion on the issue and Speaker Niranjan Pujari ruled that the matter could not be discussed in the House since it was sub-judice.

The Congress and the BJP legislators had even met visiting President Pranab Mukherjee on November 29 seeking his intervention. 'I am sorry to say that no step appears to have been taken in that direction,' said Mishra.

BJP legislature party leader Basant Kumar Panda said: 'We are walking out in protest as the governor is reading out the speech detailing the anti-people activities of the government.'

Later, condemning the boycott of the governor's address by the Opposition, BJD spokesman Pratap Jena said, 'It's unfortunate.'

Listing out the achievements and new programmes of the state government, the governor said that his government has decided to constitute Odisha Capital Region Development Authority for planned urbanisation of the region.

He also announced that a state-funded scheme 'Odisha Urban Livelihood Mission' would be launched shortly to cover 77 urban local bodies in the state, which have been left out of National Urban Livelihood Mission.

Jamir said that the government had put in place a well-thought out strategy, coupled with concrete action with a dedicated control system for smooth conduct of Nabakalebar of Lord Jagannath.

Highlighting the state government's achievements in terms of economic growth and poverty reduction, the governor said Odisha's real per capita income had increased from Rs 14,862 in 1999-2000 to Rs 25,415 in 2012-13.

Claiming that the intensity of the left wing extremism has considerably reduced, he said: 'This has been the motive force of my government and we continue our determination in facing any challenges thrown by such groups.'

'My government is working to fill the security vacuum in new areas by augmenting the strength of Special Operation Group and Special Intelligence Wing,' said Jamir adding that 3,026 posts have been created to augment state police.
