Child death case lodged

The Child Welfare Committee (CWC), Cuttack, has registered a case in connection with the death of an eight-year-old boy who was run over by a tractor here on Friday.

Cuttack: The Child Welfare Committee (CWC), Cuttack, has registered a case in connection with the death of an eight-year-old boy who was run over by a tractor here on Friday.

Chairman of the CWC, Cuttack, Bikash Mohapatra told The Telegraph on Sunday that the CWC had taken cognisance of the incident and registered a case under the Juvenile Justice (Care and Protection of Children) Act.

"We have started our inquiry to find out whether it is a fit case for compensation in the best interest of the child. Accordingly, compensation will be recommended," Mohapatra said.

The accident occurred at Jobra when Priyanshu Nayak, son of a sweeper at a private hospital, was playing near his house on Friday afternoon.

A tractor hit him after swerving off the road and killed him. The tractor was engaged in the ongoing Japan International Cooperation Agency (Jica)-funded integrated sanitation project.

The death had triggered public uproar in the area and local residents staged a road blockade and gheraoed Malgodown police station.

The agitation was withdrawn following intervention of the district administration and the police.

"As part of the inquiry, we have already issued notice to the project engineer of the JICA project and the contractor's firm which is carrying out the project to appear before the CWC on Monday," Mohapatra said.

"Our inquiry will also ascertain whether the driver had a driving licence and whether the vehicle had the necessary papers. If a criminal case is made out, we will leave it to the police for the criminal proceedings," the CWC chairman said.

In another development, police have arrested the driver of the tractor, Lalu Prasad Behera ,26, who had fled from the spot after the mishap, and sent him to jail after a local court rejected his bail petition.

"A case has been registered against him under Section 279 (rash driving on public way endangering human life) and Section 304A (causing death by negligence) of the Indian Penal Code," said D.P. Patra, inspector in charge of Malgodown police station.

Official sources said the district administration and the police had provided Rs 10,000 each as relief to the family of the child.
