Balasore, March 14: Inadequate manpower and infrastructure in the jail here poses challenges to the authorities as gangster Sushil Dhal Samant has been shifted here today following court direction.

Keeping in mind their security, Sushil has been shifted to Balasore after a Cuttack court had allowed his transfer, along with brother Sushant, from Choudwar to other jails in the state.

Sushil has been kept in a single cell and he will be under strict vigil, said jail superintendent Surendranath Pattnaik.

Sources, however, said that at least one CCTV camera was defunct and one jammer not functioning effectively at the jail here.

"One CCTV is out of order and one of the three jammers was defunct. Video conference cannot be held with the courts as the BSNL service here is very weak," said Pattnaik, adding that these problems would be addressed shortly.

With the video conferencing facility not working properly, jail officials admitted that they would face more challenges in transporting the gangster to the court and back.

Besides, apart from staff shortage, the jail is plagued with vacancies in key posts. Among the senior position, the jail needs a jailor, two assistant jailors and one prison welfare officer.

The jailor and assistant jailors' posts have been lying vacant since the past 18 months, while the welfare officer's post has not been filled up since the last incumbent got promoted about six months ago.

The jail has a capacity to accommodate 480 prisoners, including undertrials. At present there are about 370 inmates, including 24 women.
