
Bhubaneswar, April 23: Four projects related to the smart city will be commissioned this year.
According to sources, the city administration is in the process of coming up with projects on introducing modern traffic signalling system, railway multi-modal hub, establishment of Bhubaneswar Urban Knowledge Centre and a project called "I am Bhubaneswar" in the first year.
"The detailed project reports for the four areas are under process and are likely to be over by the end of May. In June, we will float the tender to finalise the bidders to take up works in Bhubaneswar. International tenders will be invited for selecting the bidders," said a senior official of the housing and urban development department.
Bhubaneswar, after topping the Centre's list of the first 20 smart cities, also became the first in the country to form its special purpose vehicle named Bhubaneswar Smart City Limited and held its first board of directors meeting on March 29. The special purpose vehicle officially began functioning from April 1.
After the first meeting, the Centre released the first instalment of Rs 194 crore to the state government for initiating the project. The Centre had earlier given Rs 6 crore to the city administration for preparation of the detailed project report for the smart city project.
"Both the central and state governments had released the financial assistance of Rs 194 crore and Rs 169 crore, respectively, towards execution of the smart city project here. We have also transferred the total amount of Rs 363 crore to the Bhubaneswar Municipal Corporation for the same purpose," said the official.
In a recently held high-level meeting among top officials of the state housing and urban development department and the Union ministry of urban development, the special purpose vehicle's chief executive Vineel Krishna said a proposal would be finalised by the end of April to establish the project management consultants, which would facilitate preparing the project reports for the city.
Official sources said the ministry of urban development has asked the city administration to converge with other ministries to provide support for implementation of the projects.
The administration is most likely to take help from the ministry of renewable energy for setting up solar rooftops across the city.
In another development, the ministry has also decided to conduct capacity building programme for the chief executive and other officials of the special purpose vehicle. It is also planning a training programme for the chief executives of the smart cities at Amsterdam - which will be followed by a two-day training programme on the procurement procedures in New Delhi.
Assured water and power supply, sanitation and solid waste management systems, efficient urban mobility and public transportation, IT connectivity, e-governance and citizen participation are some of the highlights of the smart city initiative.
In its proposal, Bhubaneswar had proposed to raise Rs 525 crore from convergence of schemes and Rs 2,563 crore from public-private partnerships. Bhubaneshwar is among five capital cities chosen in the first 20 cities that will be refurbished.
The city will get Rs 200 crore in the first year to begin the process of converting it into a smart entity. Thereafter, it will get Rs 100 crore each over three years. The corporation in December last year had approved a project cost of Rs 4,537.15 crore to turn Bhubaneswar into a smart city. The draft proposal had been submitted to the smart city mission of the ministry of urban development.
According to the proposal prepared by the BMC, the ambitious project will have two major components. The first attempt will be to develop a Bhubaneswar Town Centre District on 985 acres for which an area from Bapuji Nagar to Satya Nagar has been identified. Improving urban mobility and better waste management will be the other component of the project.
The city administration will also install at least five surveillance cameras at 26 major traffic junctions to check crime. An online parking ticket system will also be introduced at three multi-level parking lots here.
