KMSS poser on Naga pact

Party questions Sonowal silence on issue

Guwahati: The Krishak Mukti Sangram Samiti (KMSS) today asked the Sarbananda Sonowal government why it was silent on the Naga framework agreement signed between the National Socialist Council of Nagalim (Isak-Muivah) and the Centre.

The KMSS vowed not to give an inch of Assam's land to 'Greater Nagalim'. It asked the Assembly to take a unanimous resolution opposing the agreement and to send the resolution to the Centre.

The Centre and the NSCN (I-M) are negotiating a solution to the Naga problem since 1997. The two parties signed a framework agreement on August 3, 2015. However, the Centre is yet to clear the misgivings surrounding it.

The Centre's unwillingness to disclose the details of the agreement has raised suspicions among the people of Assam, Manipur and Arunachal Pradesh because the NSCN (I-M) has been demanding integration of all the contiguous Naga-inhabited areas, including those falling in these three states.

The KMSS said 66,000 hectares of land from 10 districts of Assam will be included in the "Greater Nagalim" if the media reports regarding the agreement were true.

"Why has Sonowal not written to the Centre that Assam will not cede land to Greater Nagalim? The Centre's interlocutor for the Naga peace talks, R.N. Ravi, said he had not received a reply from the Assam government despite sending three letters to it on the issue. One of the letters was sent to the BJP-led government," said KMSS leader Dhoijya Konwar.

NSCN (I-M) general secretary Thuingaleng Muivah had said at the "38th Republic Day" of the Government of People's Republic of Nagalim at Camp Hebron near Dimapur in March this year: "The framework agreement recognises the unique history, the identity, the sovereignty, the territories of the Nagas. It also recognises the legitimate right of the Nagas to integration of all Naga territories."

"Sonowal had recently said in a meeting that Assam will not lose land to 'Greater Nagalim'. Why is he afraid of coming out with a written statement about it?" Konwar asked.

It also questioned the "silence" of the Parliamentarians on the issue. "Even after two years of signing of the agreement the members of the Lok Sabha and Rajya Sabha have not raised the issue in the House. The issue was raised once in Parliament by Thokchom Meinya from Manipur before the agreement was signed," Konwar said.

The KMSS has been organising statewide protests from October 15 against the agreement and demanding the Centre to disclose it.

It is organising a peoples' convention at Merapani in Assam's Golaghat district on Monday.
