Ibobi govt examines Upendra panel report - Delhi witnesses protest against armed forces act

Imphal, July 15: The C. Upendra Commission, which probed the killing of three Kuki students by Manipur police, has submitted its report to the government.

Policemen shot dead the three Kuki students in an alleged fake encounter in Imphal in October last year. Following an uproar, particularly from the Kuki Students? Organisation, the state government ordered a judicial inquiry. The Upendra commission was already probing the Thangjam Manorama custody death when it was given this case.

Manipur chief minister Ibobi Singh informed the Assembly during Question Hour today that his government was examining the report, which would be placed before the cabinet as soon as possible for further discussion.

Ibobi Singh said necessary action would be taken if the probe report indicted any of the policemen.

Four policemen involved in the incident have been suspended. However, they were reinstated after a few months, though Ibobi Singh maintained he had no information about revocation of the suspension order. The chief minister promised payment of ex gratia if they were entitled to the benefits.

In an unrelated development, a pressure group formed by residents of Imphal East district to protest the alleged custodial killing of Ph Kishorjit Singh decided to impose an indefinite blockade on the Imphal-Ukhrul road with effect from Monday.

Kishorjit, a relative of state art and culture minister Pheiroijam Parijat Singh, was killed by Assam Rifles personnel under controversial circumstances last month.

While the troops claimed that the man was killed in an encounter, local residents claimed that he was killed in custody.

The joint action committee, floated by residents of Kishorjit?s locality, announced the blockade after Ibobi Singh refused to order a judicial inquiry into the incident or seek permission from the Centre to conduct a probe against the personnel.

The chief minister told the House on Wednesday that the police and Assam Rifles were conducting parallel probes.

Protest in Delhi

Members of as many as 10 organisations today staged a demonstration in the capital against the Armed Forces (Special Powers) Act, reports our New Delhi correspondent.

After the protest at Jantar Mantar, a delegation went to the Prime Minister?s Office and submitted a memorandum to make public the recommendations of the B.P. Jeevan Reddy Committee on the legislation and the C. Upendra Commission?s report on the Thangjam Manorama?s death in Assam Rifles? custody.
