Workshop stresses P4 model for growth

Ranchi, April 25: People’s voice is the most important element in any sustainable model for public-private people’s partnership (P4).

Bureaucrats, leaders of the Confederation of Indian Industries (CII) and representatives of NGOs today discussed this and much more at a workshop on whether P4 is important for inclusive growth at Administrative Training Institute (ATI) today.

K.C. Shashidhar, chief general manager of Nabard, suggested “a model for inclusive growth should emerge from people’s voice”. He was supported by Ashok Bhagat of Vikas Bharti. “We must spend some time in villages to understand what people really need. There can’t be one model as the need and atmosphere of villages varies. The priorities of a village in Singhbhum would be different from that of a village in the Santhal Parganas,” he said.

Almost on similar lines, director-general of the Administrative Training Institute, P.P. Sharma said, each partner, private or public, should select 10 villages in their respective command areas and spread the concept of inclusive growth through the P4 concept.

Franz Gestler, consultant for social development initiatives, said: “If the P4 model is to succeed it will have to ensure fairness, efficiency and stability of outcome.”

The Krishi Gramin Vikas Kendra representatives gave details of two models, one for water management and the other for health care.

The key to the success of these models was that villagers were involved in the implementation. Brij K. Jhawar, vice-chairman of Usha Martin Group, in his key note address, said: “P4 partnership demands humility, learning, opportunity and challenge to achieve inclusive growth.”

Among those who participated in the workshop included the state’s IT secretary R.S. Sharma, home secretary S.K. Tripathy, tourism secretary A.K. Singh, Father Thomas and Father Ibrahim of XLRI.
