Ranchi, June 4 : A group of farmers from the state will soon be flown to Israel. The state cabinet today cleared the proposal under which one farmer will be selected from each district of the state. The team will study agriculture techniques, the cabinet was told, and study how yield could be increased in areas chronically short of water.

The cabinet also took note of widespread criticism of its job offer to cricketer M.S. Dhoni but its indifference to other sportspersons. It decided to offer jobs to all the three archers from the state who have represented the country ? Jhanu Hansda, Dola Banerjee and Meena Kumari. Hansda, now training for an international meet, had declared her resolve to retire for having failed to secure a job. While Hansda and Banerjee have been offered the rank of a DSP, Meena Kumari has been offered an inspector?s post in the police department.

In yet another significant decision, the cabinet decided to free all undertrial prisoners who have already spent three years or a longer period in prison for alleged crimes which would attract imprisonment for shorter periods, if convicted. The home secretary has been authorised to look into all such cases and decide each case on merit.

Briefing reporters, cabinet secretary Aditya Swaroop said the cabinet has directed that work to shift Birsa Central Jail be started next week.

A three-member commission will be set up, the cabinet resolved, to study the working of minority institutions and recommend reforms. Minority institutions have been critical of the state government and have accused it of bias in the past.

Other major decisions taken today by the cabinet included a green signal to the formation of a Santhal Parganas development authority and a SC/ST primitive tribes commission besides sanctioning Rs 350 crore for vocational courses in rural primary schools and girls? schools.
