Ranchi: Chief minister Raghubar Das directed state home secretary S.K.G. Rahate to submit a comprehensive report of police cases on crime against women in all 24 districts and asked him to expedite investigations while hearing about two specific cases of rape and kidnapping during Friday's Mukhyamantri Jan Samvad programme at Suchana Bhavan.
While a 19-year-old girl from Hazaribagh alleged police were protecting her tormentor, who had abducted and raped her in 2016, a woman from Sahebganj alleged that her 19-year-old daughter was abducted seven months back and police were yet to trace her.
"Such dilly-dallying on the part of the police can't be tolerated. I have already instructed all districts that cases related to violence against women and minors must be investigated on priority. The victim from Hazaribagh is alleging that local police have not done enough while the Sahebganj complainant fears her daughter may have been murdered," the chief minister said while issuing the directives.
As many as 18 cases were placed before the chief minister for hearing on Friday.
Among the other complainants were Sanjay Kumar Tiwari, a resident of Hazaribagh, who alleged that Indian Forest Service officer Rajiv Ranjan, who was posted in Hazaribagh (West), had siphoned off around Rs 22 lakh under MNREGA scheme.
Tiwari alleged that Ranjan, in connivance with land surveyor Sudhir Kumar Sinha, transferred around 172 acre forest land to Electro Steel and that Jharkhand PCCF Sanjay Kumar, who was present at the hearing, was protecting him.
Addressing the CM, Tiwari claimed that forest officers were now threatening him and implicating him in false cases.
PCCF Kumar fumbled while replying to the accusations, but said departmental action was being taken against Sinha. "Transfer that officer immediately and start an inquiry," the CM told him.
Anisha Srivastava of Jamshedpur narrated how the future of 200 students, who had taken admission in homeopathic colleges, were at stake over affiliation issues. She said the students had taken admission in Singhbhum Homeopathic College for the 2011-2015 session. But due to frequent staff strikes, the college was shut down and its affiliation annulled.
All the students were then transferred to Mihijam Homeopathic College where they discovered that the affiliation granted by Vinoba Bhave University (VBU) was valid only for the 2014-2015 session.
Chief minister's principal secretary Sunil Barnwal, who was present, said that alternative options would be explored, adding that reports were being sought from VBU so that it could extend the affiliation to Mihijam Homeopathic College.
