The Congress has kept its promise of a small government in Goa, limiting its Cabinet to six ministers, including the chief minister.
Luizinho Faleiro was sworn in as chief minister today. Former chief ministers Ravi Naik and Churchill Alemao, former deputy chief minister Dayanand Narvekar, former minister Francisco Sardinha and newcomer Nirmala Sawant took oath as Faleiro?s Cabinet colleagues.
While this fits in with Sonia Gandhi?s pledge to give Goa a small Cabinet, some highly-controversial figures have made a comeback. It also remains to be seen whether the government will be stable, given that there were at least five aspiring chief ministers.
Under the arrangement, there will be no deputy chief minister. Former chief minister Pratapsinh Rane has been ?kind enough? to accept an invitation to be the Speaker, CWC observer Madhavrao Scindia announced after the swearing-in ceremony. Two Cabinet slots have been kept deliberately vacant. ?It?s always good to have a carrot dangling,? a partyman said.
Sonia Gandhi and her loyalists have taken special care to see that everything goes ?smoothly?. She sent Scindia and Manmohan Singh to oversee ?Operation Leadership? soon after the final results trickled in on Sunday, allowing no time for dissidence to build up.
The Congress won a wafer-thin majority in the 40-member Assembly, despite widespread predictions that Goa would get another hung Assembly.
While talking about ?clean and transparent? governance, the Congress has compromised with controversial local politicians. Scindia had some strong words of caution for potential dissidents. He said the party will not hesitate to sacrifice its government if Goa was once again hit by instability.
