Mumbai, Dec. 6: The Maharashtra government has refused on security grounds to reveal Ajmal Kasab’s post-mortem report and details of his mercy petition in response to an RTI query.

But it has said that Rs 9,573 was spent on the 26/11 gunman’s funeral, and that Rs 33.75 was spent on food and Rs 169 on clothes in the final hours before his November 21 execution in Pune’s Yerwada jail.

Refusing to share details of the post-mortem, the administration has cited an RTI Act clause under which information related to national security can be withheld.

Mumbai RTI activist Anil Galgali, who filed the query, said he would appeal. “Why should the government withhold information about a terrorist like Kasab?” he asked.

Kasab was buried in an unmarked grave inside the jail compound after his hanging, which followed the rejection of his mercy plea by President Pranab Mukherjee.

Other than the post-mortem and mercy plea details, Galgali had asked for the total expenditure on Kasab’s stay since his arrest after the Mumbai attacks.

The state and the central governments had spent Rs 28.46 crore during the Pakistani’s four-year imprisonment, according to A.R. Kaalkhair, the under-secretary in the home department who filed the reply.

Of the total amount, the state’s share was Rs 6.76 crore. That included constructions (special cell in Arthur Road jail for Rs 5.25 crore), security personnel (Rs 1.50 crore), food (Rs 43,417.67), medicines (Rs 32,097), clothes (Rs 2,047) and the funeral.
