ACCUSED IN SEX SCANDAL HELD

Bhubaneswar, March 15 :    Bhubaneswar, March 15:  The CBI has arrested the main accused in the Balasore sex scandal, Prabasini Kar, physical education teacher in the K.K.S. Women's College in Balasore. Kar, arrested from her Balasore residence by CBI officials from Calcutta, was produced before a CBI court here this morning. In July 1999, Kar was accused of inducing a student of her college into a sex racket. The student managed to escape and the incident came to light. Later, the CBI was asked to investigate the case following a directive by a division bench of the Orissa High Court. An FIR was also lodged against Kar at the Calcutta office of the agency. Kar is the first accused in the case to be arrested by the CBI. Austerity drive: With a view to cutting down on expenditure, the Orissa finance ministry has issued a notification barring government officials from using official vehicles on holidays. The new notification said district collectors, superintendents of police, officials in various departments in the state headquarters cannot use more than five litres of petrol a day on official working days. Similarly, district-level officers would have to make do with four litres of petrol in the office vehicles. For sub-divisional officers and block development officers, the limit has been fixed at three litres of petrol a day. The ministers and bureaucrats in the state secretariat have also not been spared from the austerity measures. The ministers cannot make telephone calls which exceeds more than Rs 15,000 a month from their office and residential phones. The monthly telephone bills of officers should not exceed Rs 5,000, the notification said. The bureaucrats in various departments have been barred from making more than one trip by air a month. The bureaucrats have also been asked to undertake train journeys in second class AC instead of first class AC. RBI warning: The Reserve Bank of India has warned the Orissa government of stopping payments if it did not reduce the overdraft level by the weekend. In a letter to the principal secretary of the finance department, the RBI cautioned that the overdraft as on March 12, 2001, stood at Rs 183.27 crore for the fifth consecutive day.
