Patna: The special vigilance unit (SVU) winded up its five-day-long search at the official residence of suspended Muzaffarpur senior superintendent of police (SSP) Vivek Kumar and his close relatives at Muzaffarnagar and Saharanpur in Uttar Pradesh on Friday by issuing a seizure list of the recoveries.
The search that began on Monday afternoon yielded Rs 1.66 crore in cash, Rs 1.95 crore in fixed deposits, jewellery worth Rs 63.76 lakh and currencies from Canada, US and Malaysia. The seizure list also mentioned the recovery of a 9mm country-made carbine, a magazine, a .315 bore live cartridge and demonetised currency of face valye Rs 59,000.
The total value of the movable and immovable assets of Vivek and his relatives is estimated to be over Rs 4.22 crore, a senior vigilance official said on the sidelines of the longest-ever search carried out by the state police's anti-corruption cell. The officials were, however, reluctant to arrest the 2007 batch IPS officer. "There is no precedent of arresting an accused in connection with a disproportionate assets case. And Vivek is no exception," a vigilance official said.
Vivek's troubles could deepen if his confidential reader, Dinesh Yadav, opens his mouth and alleges that the illegal carbine was kept at the SSP's residence onhis instructions. The SVU has already intimated Muzaffarpur police about an illegal weapon being recovered from the SSP's official residence.
A source said a police team on Friday raided the confidential reader's Gaya residence but he was not present there. Dinesh is missing ever since the SVU began its operation on Monday. "Dinesh's interrogation may throw more light on the former SSP's activities," said the source. Two other readers also remained incommunicado.
A senior BJP leader from neighbouring Uttar Pradesh is reportedly lobbing to send Vivek on central deputation. He is learnt to have pressurised the party's central leadership to do something for the Saharanpur-born Bihar-cadre IPS officer, who was likely to be appointed as officer on special duty for Union minister of state for human resource development Satyapal Singh.
Vivek is a resident of Saharanpur while his in-laws live in Muzaffarnagar, also in UP. All the six lockers jointly held by Vivek's father-in-law Ved Prakash Karnawal and mother-in-law Uma Rani Karnawal at Muzaffarnagar were operated in their presence and yielded Rs 35,97,500 (Vijaya Bank), Rs 75,49,500 (IOB Bank), Rs 29,38,000 (Canara Bank) and Rs 18,00,000 (Uco Bank).
In addition, fixed deposits of Rs 1.85 crore and jewellery worth Rs 31.75 lakh were also found in the same UCO Bank locker. Foreign currencies, including CAD $ 1,685, US$ 498, Malaysian Ringgit 268, 480 gms of gold worth Rs 11.75 lakh, 570 gm of silver jewellery worth Rs 17,235 were also found.
Fixed deposits of Rs 10.75 lakh and gold ornaments worth Rs 9.61 lakh were seized from a Vijaya Bank locker jointly held by Vivek's parents' in-law. From the SSP's official residence, the raiding team stumbled upon Rs 7.69 lakh in cash, demonetised currency of Rs 59,000, Malaysian Ringgit 1,200 (Rs 20,000), jewellery worth Rs 5.48 lakh, household items worth Rs 5 lakh and documents related to expenses of Rs 5 lakh. Land lease papers of Rs 16,000 were also seized.
Inspector-general, SVU, Ratn Sanjay Katihar clarified that the seizures were over movable and immovable property mentioned in the 22-page FIR. The SVU had on April 15 lodged an FIR against Vivek and his wife Nidhi Karnawal under different sections of Prevention of Corruption Act. The couple was accused of amassing assets worth Rs 1.06 crore disproportionate to his known sources of income.
