Rights rap on girl's death

The Bihar human rights commission has directed Vaishali superintendent of police (SP) Rakesh Kumar to submit a detailed report on the alleged suicide of an acid attack survivor late on Saturday night.

Patna, July 4: The Bihar human rights commission has directed Vaishali superintendent of police (SP) Rakesh Kumar to submit a detailed report on the alleged suicide of an acid attack survivor late on Saturday night.

The body of Madhu Kumari (17) was recovered from her house at Anwarpur village under the jurisdiction of Sarai police station in the district, around 35km north of Patna, on Sunday morning; the police sent it to Hajipur Sadar Hospital for post-mortem.

Three young men who had sexually harassed Madhu and when she protested they had flung acid on her at her village on September 24, 2014. She had to undergo a long treatment at Patna Medical College and Hospital.

Madhu's father, Cheena Sah, said his daughter was depressed after two of the accused - Manish Kumar and Rana Kumar, both residents of Prabodhi village in Vaishali district - were released from jail.

"The accused had threatened us with dire consequences for levelling charges against them," Sah told The Telegraph over phone today. "My daughter was shocked after the release of her tormentors. She couldn't bear the trauma and took the extreme step."

A relative added: "She became more frustrated after marriage proposals were rejected due to her face being disfigured from the acid attack."

BHRC member and former DGP Neelmani took suo motu cognisance of the issue today and directed Vaishali SP Rakesh Kumar to furnish details about the incident by July 20. The commission has sought to know about lapses, if any, on the part of the local police that led to release of the accused and cited the alleged threats to the girl's family after the release of the accused on bail.

The commission has also ordered payment of Rs 3 lakh as compensation to the girl's family through the district legal services authority under the acid-attack victim compensation scheme. While Rs 1 lakh would be paid within 15 days of the order, the remaining amount would be paid within next two months, Neelmani said.

Sah said Madhu went to bed in her room after dinner at around 10pm on Saturday. When she did not emerge in the morning, the family broke open the door of her room and found her lying on the floor with a live electric wire clutched in her left hand.

Hajipur sadar sub-divisional police officer Rasheed Zaman said the cause of death would be ascertained by the post-mortem report, but prima facie it appeared to be suicide. He denied that the girl's family had lodged any complaint with the local police about threats to them.

Sarai police station house officer (SHO) Shahnawaz Khan said the cops police had submitted the chargesheet in the acid attack case within the stipulated period, and the court had granted the accused bail.
