Rights glare on SP

The Bihar Human Rights Commission (BHRC) on Wednesday summoned Patna superintendent of police (central) Chandan Kushwaha in connection with the alleged sexual assault of a four-year old girl at St Xavier's High School by two teachers.

The Bihar Human Rights Commission (BHRC) on Wednesday summoned Patna superintendent of police (central) Chandan Kushwaha in connection with the alleged sexual assault of a four-year old girl at St Xavier's High School by two teachers.

Though the incident had occurred on October 27, an FIR was lodged in this connection at the Women's police station on November 3 by the girl's parents. Neel Mani, member, BHRC, on Wednesday said: "A complaint was filed by the victim's mother at BHRC on Tuesday enclosing a copy of the FIR, medical report and newspaper cuttings."

Neel Mani said: "The complainant has further alleged in her petition the insensitivity and unwelcome attitude of the police officials of the Women's police station as well as the deputy SP (town). According to the complainant, it took almost nine hours before the FIR could be lodged after intervention by senior police officials. The petitioner has also serious doubts about the role and connivance of other functionaries of the institution as well.

The victim's mother has also mentioned about an earlier occurrence of a similar nature in August 2016, the BHRC member added.

The commission, after taking note of the allegations made by the mother of the victim, issued notices to Patna senior superintendent of police Manu Maharaaj and SP (central) Chandan Kushwaha seeking their reply on the matter.

The commission also sent a copy of the complaint filed by the victim's mother to the SSP, along with the medical report and other necessary documents.

It (the commission) then directed SP (central) Chandan Kushwaha to appear before it on November 29 with the action taken report (ATR) along with their replies on the allegations made by the victim's parents.

Neel Mani said: "As the allegations made by the mother of the child are serious in nature, the report should cover various points mentioned in the complaint."

After, the incident came to light, both the teachers were arrested by the police and remanded in 14 days judicial custody by a local court here on November 6. Both are lodged at Beur Central jail. They have been booked under the Protection of Children from Sexual Offences (POCSO) Act.
