Patna, Dec. 25: Transparency first. It’s more than a New Year resolution for the chief minister as the government is ready to gift people a new interactive website where anyone can keep track on a particular project.
The details about projects under the Chief Minister Area Development Scheme (CMADS) would be uploaded on the website — www.mkvy.bih.nic.in — that will go live in a week.
The information would not be limited to details of the scheme but it would also have photographs, taken from time to time, to display the physical progress of the projects.
To ensure that only the genuine pictures are uploaded, these would be geo-tagged — giving details of the longitude and latitude of the place with date. Anyone can superimpose the pictures on Google Maps to verify the veracity of the places where the picture was clicked.
“Junior engineers, supposed to carry out site inspection under the CMADS, would be provided with smart phones which would have a special app using which they would be able to provide the physical progress of the work. The engineers would also click four photographs to be attached with the report. As soon as the report is sent through their cellphones, it would automatically be uploaded on the website,” a senior official, who has been closely associated with the software and website development, told The Telegraph.
He added that right from initial stage, when local representatives (MLA/MLC) recommend for a scheme and also set priorities about their proposals, the website would have details about the approval made by the district-level committees, work awarded through competitive bidding, financial details and also likely date of work completion.
It would also have one interface using which citizens can suggest works, which they expect their local representatives to recommend.
“Once the website is launched and work progress details are uploaded, a new feature would be added on it for registering complaints in case someone has any objection about the quality or pace of work,” said the official.
To begin with, online uploading of details of work would be launched on a pilot basis from Nalanda district. “This would be launched within a week and based on the feedback of the pilot scheme, we will fine-tune the system before its likely rollout for the entire state in April next year,” he said.
Giving reasons for taking recourse to the online route on such a large scale, planning and development department principal secretary Vijoy Prakash said: “We stand for bringing all details in public domain which, in turn, would usher in complete transparency in execution of works under the CMADS.”
The planning and development department has been given the task of executing works under this scheme. The move has received appreciation from the Opposition as well. “Bringing facts to public domain is always good and I appreciate the government’s plan of making the CMADS details online,” Abdul Bari Siddiqui, the Leader of Opposition in the Assembly, said
