Patna, Aug. 4: The recent appointment of six vice-chancellors (VCs) and five pro-vice-chancellors (pro-VCs) in the state’s universities may come up for legal scrutiny once again in the high court.

A petition would soon be filed in the high court challenging the appointments made by the chancellor on the ground that he did not abide by the prescribed rules while making appointments. “In all likelihood, I will file the petition on Monday challenging the appointments,” advocate Sunil Kumar Singh said.

The chancellor, who is also the governor, has made the appointments in flagrant violation of the provisions of Bihar State Universities Act 1976. Section 10(2) of the act says the chancellor should make appointment in consultation with the state government, Singh said, adding that in the instant case of the six appointments, the state government was not consulted despite the high court order.

The chancellor has also not followed the University Grants Commission guideline according to which he has to appoint VCs from the panel of names suggested by the search committee. The petitioner said the committee is constituted by the state government.

On asked whether the state government would challenge the appointments, a senior law officers told The Telegraph: “It is still not known if the petition would be filed. A decision will be taken in a few days.”
