
Patna: A Jamal Road resident became the first person to be issued an e- challan for traffic violation as the Patna police launched the system on Tuesday, making the capital the first city in Bihar where CCTV cameras nail rule flouters.
The cameras will click pictures of the errant vehicle - jumping a zebra crossing, violating traffic signal, driving a two-wheeler without helmet or four-wheeler without seat belt, etc - and the vehicle owner will get the fine challan (notice) at home.
Transport secretary Sanjay Kumar Agarwal launched the system along with traffic superintendent of police P.N. Mishra. The Automatic Number Plate Recognition System has been installed at all 33 traffic junctions in the city.
The Jamal Road resident who was fined - owner of vehicle number BR-01CZ-6425 - had jumped the zebra crossing at Dak Bungalow roundabout. The moment the CCTV cameras zoomed in on the registration number, all details of the vehicle - such as on whose name it has been issued, his address and phone number - were available with the police control room. Agarwal said: "Now the traffic department will issue e-challan to the violator's residence and within 14 days the violator has to submit the fine."
The Jamal Road resident was slapped with a fine of Rs 700 - Rs 100 for jumping zebra crossing, Rs 500 for not following government rules, and Rs 100 for not wearing seatbelt.
Agarwal said: "The immediate display of traffic violator name, address and mobile number was available as the control room is attached with the District Transport Office (DTO) office, which has record of all vehicles of last 15 years."
The control room will be supervised by assistant sub-inspector Rajesh Kumar and assisting him will be Anju Kumari, Neelam Kumari and Khusbu Kumari, who are proficient at the tech requirements of the job.
Traffic SP Mishra said: "The main idea behind launch of the new system is to create traffic awareness."
