Patna: The celebratory firing by IPS officer Siddharth Mohan Jain at his farewell party in Katihar district on Tuesday evening has taken political overtones with the CPI-ML (Liberation) demanding stern action against him for violating the service code of conduct.
In a statement issued on Thursday, the office secretary of the party, Kumar Parvez, described Jain, a 2006-batch IPS officer, as eccentric and said he had brutally assaulted a former MLA, Rajaram Singh, during a protest march at Aurangabad collectorate in May 2012.
Recalling the ill-treatment meted out to the people's representatives during Jain's Aurgangabad stint as superintendent of police, Parvez said the state human rights commission had imposed penalty on the state government for atrocities against the innocent people.
The protest march was taken out in Aurangabad to press for their demand for a CBI inquiry into the murder of one Chhotu Kushwaha. A number of protesters were arrested and sent to jail by then Aurangabad district police chief Jain, he added.
Parvez further said that the state government should initiate punitive action against the officer in question for opening fire with his service revolver at a public place. "It was just a coincidence that nobody suffered bullet injuries in the firing," he said.
Meanwhile, additional director-general (headquarters) S.K. Singhal said Jain has been asked to report to the police headquarters as investigation was underway into the celebratory firing by him. "The movement order issued by the police headquarters relieving him for central deputation has been withdrawn," he said.
Singhal said the inspectors general of Darbhanga, Bhagalpur and Tirhut police zones have been asked to submit their reports at the earliest. Apart from Jain, who was earlier posted as SP of Katihar, two other IPS officers - Rakesh Kumar (Vaishali) and Kumar Ashish (Munger) - have also been served notices by the police headquarters.
While Kumar Ashish danced on famous Bollywood tunes, Rakesh participated in a baraat party with his wife as bride at the farewell party.
"It was not in good taste and the same was not expected from IPS officers," said the director-general of police K.S. Dwidevi.
