Gangrape victims to get quick justice

The three named accused in last week’s gang-rape incident of six Scheduled Caste women, including three minors, at Kurmuri in Bhojpur, would be put on speedy trial to ensure quick justice to the victims.

An accused, Nilnidhi Singh, booked on charge of outraging the modesty of women belonging to Mushahar community, was a former area commander of the Ranvir Sena, a private army of landowners active in south and central Bihar in the mid-90s.

Bhojpur district magistrate Pankaj Kumar Pal on Sunday constituted a two-member special team comprising additional district magistrate Suresh Kumar and assistant superintendent of police Dipak Agarwal to ensure that the witnesses were produced before the trial court daily.

Trials normally take a long time. At times, witnesses are deposed after a year of the offence. If held everyday, justice will be delivered in a short span. It will also work as deterrent for other accused. Bhojpur superintendent of police Rajesh Kumar said the investigation in the case was complete and the chargesheet against them would be submitted on Monday. “The court would be requested to conduct the trial daily,” he said.

The medical examination conducted on the victims, mostly rag pickers, confirmed rape. Bhojpur civil surgeon S.K. Aman said the medical team had found signs indicating that the victims were sexually assaulted. “I have submitted the report to the authorities concerned,” he added.

The SP added that all the three accused — Nilnidhi Singh, his brother Jai Prakash and Yugal Bhagat alias Jaggu Pandit — were arrested within 24 hours of the statement of the victims recorded at the Sikarhatta police station on Thursday. “We hope to get all the accused convicted in the case within a week,” the SP added.

A joint order of the district magistrate and the SP in this regard was issued on Saturday. The district magistrate also provided government jobs to five of the six victims according to the government’s directive. They have been appointed as cooks under the midday meal scheme. The sixth victim could not get her job because of her being under aged.

The SP said a proposal has also been submitted to the district magistrate to provide Rs 7.75 lakh to each of the victims as compensation. On Friday, the district magistrate handed over cheques of Rs 90,000 each.

“The amount would be spent on their rehabilitation,” he said, adding that other benefits such as pension scheme and Indira Awas Yojana would also be provided to them.

On Saturday, the victims were produced before a judicial magistrate Pratibha to get their statement recorded under Section 164 of the Criminal Procedure Code (CrPC) in which they alleged that the accused had sexually assaulted them after forcing them to consume liquor.

Station house officer of Ara women police station Poonam Kumari has been made investigating officer of the case. “Yes, the chargesheet is complete and it would be filed in the court on Monday,” she added.

CPI(ML) have declared Bhojpur Bandh on Monday to protest against the incident.
