Cabinet nod to end border vehicle scan

The cabinet, which discussed a 20-point agenda today, approved the proposal to stop checking of vehicles by commercial taxes department at six integrated border checkposts at Bhabhua, (Dalkola) Purnea, Dobhi (Gaya), Jalalpur (Gopalganj), Rajauli (Nawada) and Buxar, as part of the Goods and Services Tax (GST) rollout from July 1.

Patna, June 28: The cabinet, which discussed a 20-point agenda today, approved the proposal to stop checking of vehicles by commercial taxes department at six integrated border checkposts at Bhabhua, (Dalkola) Purnea, Dobhi (Gaya), Jalalpur (Gopalganj), Rajauli (Nawada) and Buxar, as part of the Goods and Services Tax (GST) rollout from July 1.

"Under GST, no checking is to be conducted at permanent checkposts," cabinet secretariat principal secretary Brijesh Mehrotra said. "Since permanent structures exist at the checkposts, their responsibility has been given to commercial taxes department (CTD), transport, environment and forests, mines and geology, prohibition, excise and registration and home departments. A final decision will be taken after six months."

The cabinet also decided to allow existing forms and formats for movement of goods in Bihar and outside because the "common e-way portal" under GST Network will become operational after 2-3 months. The cabinet approved a CTD proposal to issue 21 notifications pertaining to GST by June 30. These will be issued on law department's advice after the chief minister's nod.

Another nod was about keeping crude oil, petrol, high speed diesel, LPG, aviation turbine fuel, liquor for human consumption outside GST. The cabinet approved the transport department's proposal for one-time settlement of unregistered tractor-trailers across Bihar by paying Rs 25,000 within six months. Also, registered goods vehicles that have defaulted on paying taxes will be given the benefit of one-time settlement if they pay due taxes and 25 per cent fine within six months. Currently, the transport department could impose 200 per cent fine on owners of such errant vehicles.

It approved Rs 18.4 crore for preparation of a DPR and study of backwaters, afflux, environmental and social impact for the Indrapuri Reservoir project over the Sone.

The project will have a 400MW hydroelectric generation capacity. It approved transfer of 33.5 acres of government land in Digha and Patna for free to road construction department to build the Digha-Didarganj Ganga Expressway.
