The Criminal Investigation Department (CID) has for the first time lodged an FIR with the Patna special vigilance court for proceeding against a government officer and his clerk in connection with a corruption case.
The FIR, filed on Tuesday under Section 7/9 of Anti Corruption Act, accused land reforms deputy collector (Katihar) Doman Ram and his clerk, Birendra Sinha, of seeking bribe.
Sources in the CID said Manoj Kumar Singh, a resident of Doomaria village in Katihar, had filed a case under Section 48(E) of Bihar Tenancy (BT) Act in the court of land reforms deputy collector, Katihar. Manoj, his brothers Tapan and Tarun Singh, were plaintiffs in a case that was being heard in the court of the land reform deputy collector.
The sources added that the final hearing of the case was held on August 8, 2011, but the order was not pronounced.
Though the plaintiffs requested the land reforms deputy collector several times to pronounce the final order, Ram allegedly sought Rs 50,000 for a favourable judgment, the sources said.
It was claimed in the FIR that Sinha demanded Rs 50,000 for Ram and Rs 10,000 for himself.
In another development, the Vigilance Investigation Bureau registered an FIR against former range officer (Lakhisarai) Dilip Kumar, a resident of Mohaddinagar in Biharsharif of Nalanda district, in connection with a disproportionate assets case worth about Rs 1.52 crore on Monday.
The vigilance court, however, received the copy of the FIR on Tuesday.
Kumar was arrested on April 21, 2009 while allegedly accepting Rs 80,000 as bribe from one Pradeep Sharma.
Vigilance officials found Rs 1.43 lakh in cash during a search at Kumar’s house in Patna and Rs 1.53 lakh from his Lakhisarai house.
It was found during the course of investigation that Kumar had a flat at Nandan Tower in the Kankerbagh area of Patna. He had also invested huge amounts in stock and insurance companies.
The vigilance bureau had fixed the check period from February 22, 1989, to April 22, 2009, for investigation in connection with the disproportionate assets case, the sources said.
