Civic body slashes mutation charges

Mutation of residential properties in Salt Lake shall no longer burn a hole in the owner's pocket. Bidhannagar Municipal Corporation shall soon issue an order after which the mutation charges would get fixed at Rs 300.

Mutation of residential properties in Salt Lake shall no longer burn a hole in the owner's pocket. Bidhannagar Municipal Corporation shall soon issue an order after which the mutation charges would get fixed at Rs 300. 

Mutation of a property is the transfer or change of title entry in revenue records of the local municipal corporation. The change in title ownership, in case of freehold and leasehold property, may be necessary in case of death of the original owner and subsequent transfer of ownership as per inheritance or succession. Most houses in Salt Lake are leased in which case ownership is transferred through an irrevocable power of attorney. 

Previously mutation charges would start at around Rs 2,000 and go upwards of Rs 10,0000 in some cases. From July 15 the corporation had also started charging a development fee to the tune of 0.1 per cent  of the property's deed value during mutation. But the state government will issue an order soon directing all municipalities and corporations to stop collecting any such fees. Henceforth only Rs 200 can be charged as mutation fee and another Rs 100 processing fee to execute the mutation. Calcutta Municipal Corporation charges Rs 100 for the job.

Mayor Sabyasachi Dutta is hopeful that the slash in the charges would attract residents to change the names in record books. "I am sure this move will encourage all residents to transfer the properties in their own names. Many houses in Salt Lake are still in the name of people who have died long ago," Dutta said.
