Medical examination by doctors at Gardanibagh Hospital has confirmed that an 11-year-old girl, whose parents had lodged a police complaint on Wednesday alleging that she was raped in school by the principal and accountant, is pregnant.

“Primary medical examination of the girl confirmed she is pregnant and was sexually exploited,” said Phulwari police station house officer (SHO) Qaiser Alam. “We will record the girl’s statement under Section 164 of the CrPC on Friday.”

The police had on Wednesday arrested Raj Singhania a.k.a Arvind Kumar (26), principal of New Central Public School in Phulwari, and school accountant Abhishek Kumar (27). The two have been booked under sections 376, 376 (B), 354 (D), 120 (B), 504, 506 and others of the IPC and sections 4, 6 and 12 of the Protection of Children from Sexual Offences Act.

The police said Arvind and Abhishek were sexually exploiting the girl, a student of the school, for the past month and a half.

“In her complaint, the girl said the principal first raped her around one-and-a-half months back,” said Alam. “Later, Abhishek, whose cubicle is adjacent to the principal’s chamber, also started sexually exploiting her.”

The girl was allegedly sent to the principal’s chamber by Abhishek on the pretext of checking her copies.

Patna senior superintendent of police (SSP) Manu Maharaaj has said there will be speedy trial against the accused persons.

The school runs from Arvind’s house. Shocked local people said they were suspicious of the school administration’s activities but never thought the principal would commit such a crime. The school was closed on Thursday after Wednesday’s arrests.

“Arvind runs the school from his house,” said Sanjay Sharma, a local resident. “The school has a huge entry gate but no one is allowed entry into the premises; even parents’ entry is restricted.”

Arvind owns the school and has been running it for the past two years. But it is not affiliated to any school examination board and it had classes from Class I to V.

Around 100 students from middle-class and lower-middle-class families study at the school. Tuition fee is just Rs 300 a month, apart from admission and development fees charged at the time of admission.

“The school was in expansion mode,” said Sanjay. “Arvind was looking for a bigger space. Teachers at the school were fresh graduates who made Rs 5,000-6,000 a month. There were around four teachers at the school.”

Sources said Arvind started the school around two years back. His father is a retired police officer from Jharkhand. Arvind is unmarried and set up the school after leaving a bank job.

“People committing such crimes are psychopaths and suffer from mental disorders,” said Binda Singh, a city-based clinical psychologist. “They might have committed similar crimes in the past too, but escaped unnoticed.”
