Old shadow on new biz summit

The state is set to organise yet another "Bihar Entrepreneurship Summit" on March 21, though decisions taken at the last such event are yet to be implemented.

The state is set to organise yet another "Bihar Entrepreneurship Summit" on March 21, though decisions taken at the last such event are yet to be implemented.

The event is jointly organised by the state government and Bihar Entrepreneur Association (BEA).

At the last summit, in March this year, chief minister Nitish Kumar had said the government would prepare a dedicated policy for entrepreneurship development, on the lines of the Bihar Industrial Incentive Policy. The BEA had been entrusted with the task of preparing the policy document.

The document has still not been finalised. BEA secretary general Abhishek Singh said: "The BEA has taken examples from five states - Bengal, Kerala, Maharashtra, Rajasthan and Gujarat - towards formation of this policy. The draft was submitted to a government-appointed committee before the elections and the committee had asked us to find out how the policy was working on the ground in these states and if there were any repercussions. So far, we have been able to visit two states. The remaining visits will be completed within a month or so and the department will be handed the report."

Sources in the industries department told The Telegraph that the start-up policy would be put up before the cabinet for approval as soon as the department receives the information sought from the BEA.

One of Nitish's seven visions pledged before the elections was to establish a venture capital fund of Rs 500 crore to provide funds to young people who want to start manufacturing units. "The start-up policy will definitely help young entrepreneurs," said Avinash Singh (37), who is trying to start an e-commerce point to sell grocery in the city.

"The state government has been working towards it and recently, an incubation centre meant for start-ups was inaugurated at the premises of the Bihar Industries Association. Another incubation centre meant for IT start-ups is getting constructed too. Also, the state government is talking about setting up start-up centres in all districts. There shouldn't be much delay in the announcement of the policy though."

From January, BEA will hold a "BEA talks" programme in 10 cities around the country.

The idea is to generate interest among entrepreneurs, especially those from Bihar but settled outside, about the summit, Singh said. This year's theme would be information technology sector.
