According to sources in the Raj Bhavan, the cases are not directly against the chancellor’s office, but are against colleges or universities

Chancellor of state universities Lal Ji Tandon, who is also the Bihar governor, has directed his officer on special duty (judicial) to prepare a list of pending cases and make way for their speedy disposal.

A few days back during a review meeting of universities, the chancellor came to know there are several pending cases against the universities and despite directions from courts concerned and the chancellor’s office, the varsities have not taken any initiative in this regard.

Sources said during the review meet at Raj Bhavan the chancellor came to know that many universities and colleges have been sitting on the chancellor’s directive on cases filed by teachers, non-teaching staff, students against varsities.

According to sources in the Raj Bhavan, the cases are not directly against the chancellor’s office, but are against colleges or universities.

An official with the Raj Bhavan said: “Aggrieved (teachers, non-teaching staff or students) who are affected by the university/college directives approach high court for justice. After going through the case details the high court refers the matter to the chancellor’s office for a final decision. The chancellor’s office after going through the merit of cases many a times order a directive which is in favour of the aggrieved person asking universities or colleges concerned to look into the matter.”

It has been, however, observed that many times the universities or colleges sit on the chancellor’s directive delaying justice for the aggrieved person.

According to the chancellor’s directive, it is the duty of the respective vice-chancellors and pro-vice-chancellors to implement the judicial order.
