Bhubaneswar: Police have urged landlords in the city to furnish details of tenants with their local police station.
The decision came after three youths who were part of a five-member kidnapping gang were arrested on Monday from a private mess at Bomikhal.
The police said the three accused had also kept the abducted 17-year-old student in the mess for two days by administering sedatives. On Sunday, the building caught fire after the cops picked up the three suspects from the Bomikhal mess.
The police suspect that the security guard deployed at the mess had set the room afire in an attempt to destroy evidence.
"Further investigation revealed that the three accused stayed at the rented accommodation for the past year and the house owner had not furnished their details with the police," said a police officer.
The cop also said that the owner of the house would be summoned for questioning.
The police had made tenant registration mandatory and asked house owners to submit a declaration form with their local police stations with all details of tenants in April 2015.
The police said the declaration form would have signatures of both the landlord and tenant along with particulars such as permanent address and occupation of tenant, phone number of both and photocopy of tenant's identity proof such as passport, driving license, voter card, PAN and ration card.
Bhubaneswar deputy commissioner of police Satyabrata Bhoi urged the landlords to register the tenants with the police.
"Tenant registration was made mandatory to ensure that criminals did not get houses on rent. Landlords can download the form from the official website of police ( bhubaneswarcuttackpolice.gov.in) and submit the declaration form at local police stations either in person or by registered post addressed to the insoectors in-charge," said Bhoi.
