Bhubaneswar, Dec. 12: The municipal corporation council today approved the Rs 4,537.15-crore proposal for the smart city project.
On Monday, the proposal will be submitted to the state government, which, in turn, will hand it over to the Smart City Mission of the Union government on Tuesday.
There are two major components in the Bhubaneswar Smart City project - the Bhubaneswar Town Centre District (BTCD), a 985-acre area that will be developed as a model area in a smart way, and pan-city solutions such as better urban mobility and waste management systems.
Presenting the final document, municipal commissioner Krishan Kumar said: "For the BTCD, there will be a requirement of Rs 4,094.89 crore. The financial need for the pan-city solutions will be around Rs 442.26 crore.
The mode of financing will not only be from the Smart City Mission Fund, but also from different central schemes, public private partnerships, foreign banks, infrastructure development funds and through commercial borrowings."
"For better urban mobility, all the 67 wards in the city will be connected with the city bus service. For this, 565 buses will be needed," said Kumar.
However, the focus of the smart city solutions involving urban transport will be on non-motorised mode of transport. For this, cycle tracks will be given priority. Also new new roads will be build and old ones redesigned to meet the needs of the smart city.
To make roads friendly with pedestrians, the pelican traffic signalling systemwill be installed at zebra crossings. At least 20 cities in the country have started using this system, which alerts pedestrians when it is safe to cross the road.
Kumar said that provisions would be made for women to make distress calls to the police. For this, safe refuge points will be set up in the city.
Of the 76 traffic junctions in the city, 26 major ones will be fitted with five surveillance cameras, each for better monitoring of crime and regulation of traffic. Three multi-level parking lots will be developed and online parking ticket system will be introduced.
Mayor Ananta Narayan Jena said: "Wi-Fi facility across the city will make the city one of the best governed one with on-line citizen service centres."
