Bhubaneswar: Six months after the state government enforced the Odisha Real Estate Regulation and Development Rules, 2017, to bring transparency in the real-estate sector, it is yet to take off.
The government is yet to develop components such as development of a separate website to provide details about the rules to real-estate developers and the public. In its absence, people are unaware of the different benefits.
On May 1, Odisha enacted the rules along with 12 other states and union territories.
States including Gujarat, Andhra Pradesh, Maharashtra and Madhya Pradesh have already introduced a comprehensive website under the rules. They have also set up separate offices, which is another mandatory provision.
"We have decided to open a separate cell under the rules in our department itself. We have started procuring machineries and other items for the cell and it will be operational shortly. After the office is established, we will set up the website," said a housing and urban development department official.
The state has also dillydallied on the formation of a tribunal and an authority mandated under the rule. The rules state that the state government should form a Real Estate Regulatory Authority (Rera) to look after the grievances of homebuyers, and a Real Estate Appellate Tribunal to assist it in solving disputes.
Sources said the government had appointed the chairperson and two members for Rera, while the Sales Tax Appellate Tribunal is designated to act as the Real Estate Appellate Tribunal.
"The notifications for the appointments were issued in October and they are going to start performing their duty shortly," said the official.
Once the rules are implemented, homebuyers will be able to air grievances with ease. It will also abolish the middleman in transactions and keep a check on the monopoly of real-estate developers among others.
"The rules will be a bridge between homebuyers and sellers. It should be implemented as soon as possible to help grow the real-estate industry," a real-estate developer Sangram Nayak.
